A. The minutes of the 1583rd meeting of the Delhi Urban Art Commission held on 16.03.2021 were confirmed and approved.

C. PROJECT PROPOSALS:

1 BUILDING PLANS PROPOSAL IN RESPECT OF ITBP POLICE CAMPUS (PHASE-I) AT CHHAWLA, DELHI.

1. The proposal was forwarded by the South DMC ( online ) for consideration of the Commission.

2. The Commission accepted the concept of the building plan proposal at its meeting held on July 24, 2020 specific observations were given.

3. The building plan proposal ( for phase-I only ) received ( online ) at formal stage was scrutinised and following observations were given:

a) It was observed that in terms of one of earlier observations of the Commission communicated vide DUAC observation letter no. OL-15072027055, 27(55)/2020-DUAC dated August 07, 2020 indicated at sr. no. 3 ( a, b, c, d, e, f ) have not been complied with. A suggestion was made to the architect to furnish a point wise incorporation/reply to the observations of the Commission. Inadequate compliance for this has been given. Due to lack of clarity of information, the proposal is not understood clearly, and may be resubmitted.

b) The scheme submitted by the architect shows parking proposed all along the periphery of the road network. When the parking is superimposed with the building footprint (shown in the comprehensive master plan) it is observed that parking is not feasible as it would overlap onto the built fabric. Thus, the parking layout needs to be revised and shown holistically in a comprehensive layout.

c) Keeping in mind the above point and considering the scale of the project architect is advised to submit the proposal in two phases:

a. The Master Plan of the entire scheme highlighting the zoning, road network, parking and landscaping.

b. Approvals of the individual blocks detailing the floor plans, elevations, sections etc. along with other sustainability features.

4. The architect was advised to adhere to the above observations and furnish a pointwise incorporation/reply.

2 PROPOSED REDEVELOPMENT PLANS PROPOSAL FOR HPCL RETAIL OUTLET AT BLOCK A, MEERA BAGH, RING ROAD, DELHI.

1. The proposal was forwarded by the North DMC ( online ) for consideration of the Commission.

2. The building plan proposal for redevelopment received ( online ) at formal stage was scrutinised and following observations were given:

a) The drawings show the addition of CNG area and its supporting facilities. These structures/elements are not shown in the 3d views and thus do not portray the correct proposal scheme. The 3d view should include all the proposed elements including CNG bank area with screening, air filling area, pollution check kiosk (as shown in the existing photographs) to clearly depict the scheme as all these structures have a bearing on the urban, visual, environmental and aesthetic quality of the complex/area.

b) Random placement of hoardings/advertisement panels, display panels etc. in the complex spoil the overall urban, visual, environmental and aesthetic quality of the complex. Signage should be placed as per applicable norms/ guidelines so as not to mar the aesthetics of the complex/facade.

3. The architect was advised to adhere to the above observations and furnish a pointwise incorporation/reply.

3 COMPLETION PLANS PROPOSAL IN RESPECT OF COMMERCIAL CUM THEATRE BUILDING AT PLOT NO. 61, BASANT LOK, VASANT VIHAR COMMUNITY CENTRE, NEW DELHI.

1. The proposal was forwarded by the South DMC (online) for consideration of the Commission.

2. The Commission approved the addition/alteration building plan proposal at its meeting held on April 18, 2018.

3. The completion plan proposal for NOC received (online) was scrutinised and following observation was given:

a) In one of the document submitted for parking the architect/proponent has stated that:

".......as per DDA lease deed the provision for all the necessary parking for the cinema/commercial has been made in the parking area as shown in the DDA community centre complex. The owner of the cinema has no responsibility and shall not provide any sort of parking for any type of vehicle with in the cinema plot. The management of the parking areas for cars, scooters and cycles is the responsibility of the DDA and the cinema has nothing to do with the management....."

b) The Commission opines that the contents of the documents should be duly authenticated by the DDA and also furnish a Complete layout plan clearly depicting the provision of parking marked and identified in the complex (copy of the Lease Deed available with the proponent where provision of parking are mentioned) to ensure there is no parking spill over on public land. Considering its bearing on the aesthetics and environment of the surroundings thus parking provision and arrangement shall be clearly illustrated in the proposed design scheme.

c) The details of the back side of the garden area are not understood i.e. the existing site pictures, landscape etc. shall be clearly submitted to ensure clarity.

d) The artwork for the proposed design scheme shall be dedicated to the building and cannot be shared by the complex. If so, it shall be correctly mentioned in the scheme.

NOC not approved, observations given.

4 PROPOSAL FOR COVERING OF THE RAMPS OF ASHRAM UNDERPASS DEVELOPED IN THE CONSTRUCTION OF UNDERPASS ALONG MATHURA ROAD AT ASHRAM CHOWK.

1. The proposal was forwarded by the PWD ( online ) for consideration of the Commission.

2. The proposal received ( online ) at formal stage was scrutinised and following observations were given:

a) The proposal holds importance due to its prominent location and the scale of the stretch covered. The design scheme mentions use of polycarbonate sheet and steel truss, which is not appreciated by the Commission as it looks drab, ordinary and not well designed. Instead, alternative materials can be explored, considering the maintenance, weather and aesthetics of the site.

b) Also, the shape of the ramp covering can be so designed that it itself acts like a Work of Art and imparts an identity to the surroundings. The stretch being long and prominent, shall be designed appropriately.

c) Inspiration may be drawn from examples like airports, exhibition spaces, etc. where German fabric is used aesthetically. Also, the form of truss can be more fluid and hyperbolic rather than being a rigid form.

3. The architect is advised to redesign and submit three-four alternatives with various forms, shape, materials etc.

Not approved, observations given.

5 PROPOSAL FOR COVERING OF THE RAMPS OF ALL THE UNDERPASSES DEVELOPED IN THE CONSTRUCTION OF INTEGRATED TRANSIT CORRIDOR DEVELOPMENT PLAN AROUND PRAGATI MAIDAN, NEW DELHI.

1.The proposal was forwarded by the PWD ( online ) for consideration of the Commission.

2.The proposal received ( online ) at formal stage was scrutinised and following observations were given:

a) The proposal holds importance due to its prominent location and the scale of the stretch covered. 1. The proposal was forwarded directly by the architect ( online ) for consideration of the Commission.

2. The proposal had to be deferred due to lack of quorum.
