The Action Taken Report on the minutes of the 1509th meeting of the Commission held on October 3, 2019, was tabled.

A. PROJECT PROPOSALS

1 BUILDING PLANS IN RESPECT OF RESIDENCE BUILDING AT PLOT NO.9, COURT ROAD, CIVIL LINES. (CONCEPTUAL STAGE).

1. The proposal was directly submitted by the architect (online) was considered at Commission's meeting held on September 4, 2019. It was not approved, and specific observations were given.

2. Earlier, the building plans of the proposal were approved by the Commission at its meeting held on May 1, 2015.

3. The revised conceptual proposal was scrutinized, and the following observation was made:
i. In terms of the earlier observations of the Commission communicated vide DUAC observation letter no. OL-29081927099 dated 09.09.2019 indicated at sr. no. 2 (i to xiii) have not been complied with.

The concept of the proposal not accepted, observations given.

The Commission decided to take action in the matter without awaiting confirmation of the minutes of the meeting.

2 BUILDING PLANS IN RESPECT OF POLICE POST AT MANGLAPURI. (CONCEPTUAL STAGE).

1. The proposal was directly submitted by the architect (online) was considered at Commission's meeting held on August 28, 2019. It was not approved, and specific observations were given.

2. The revised conceptual proposal was scrutinised, and it was observed that the earlier observations of the Commission made in the meetings held on 17.07.2019, and 28.08.2019 communicated vide DUAC observation letter nos. OL-05071927072 dated 25.07.2019, and OL-23081927095 dated 05.09.2019 respectively have to be complied with including:

i. A discussion was held with the architect on Skype.

ii. It is suggested to explore shifting the parking from stilts to the basement in order to accommodate the requisite number of car parking. Also, this would enable opening up the ground floor for other facilities like Reception, waiting lounge etc.

iii. A separate entry for the pedestrians shall be provided from the side in order to segregate the access for pedestrians and vehicles and ensure no circulation conflict.

iv. The vehicular movement shall be easily navigable from the building entry to the drop-off at Porch and then to the basement parking.

v. Instead of 3 separate cores to access the building, it is suggested to provide one large core, which would include 2 lifts and attached staircase with a common lobby. This shall be placed centrally so that it is accessed easily from all parts of the building. This would also ensure optimum use of vehicular circulation in the basement.

vi. It is suggested to reduce the building footprint and provide parking at Rear and side setbacks of the site.

vii. The location of Ladies and Gents lock-up shall be placed apart for security and privacy reasons.

viii. The proposed Stack parking shall be removed completely.

ix. Appropriate signages shall be installed on the boundary wall for directions and navigations.

x. The architect/proponent has assured to comply with all the above-mentioned points, and resubmit the revised scheme/proposal for the consideration of the Commission.

3 PLANS IN RESPECT OF AIRBUS TRAINING CENTRE AND OFFICE IGI AIRPORT.

1. The proposal was forwarded by the Airport Authority of India (online) for consideration in the Commission.

2. The proposal was scrutinized, and the following observations were made:
i. All service equipment, solar panels, etc. at the terrace and all other levels should be camouflaged (as per point nos. 10, 11 &12 of the CPAA (Criterion for Project Assessment and Approval) available on DUAC website at www.duac.org.

ii. The public art provisions as per Chapter 13 "Provision for Public Art" of the Unified Building Bye-Laws 2016 (UBBL) for Delhi, and in terms of the point nos. 14 of the CPAA (Criterion for Project Assessment and Approval) available on the DUAC website at www.duac.org need to be made. Public art of suitable scale to the context, which is also visible from outside the site, to be installed.

iii. Sustainability features as per provisions mentioned in Unified building bye-laws 2016 for Delhi (UBBL 2016), Chapter-10 "Provisions for Green Buildings", and in terms of point no. 7 of the CPAA (Criterion for Project Assessment and Approval) available on the DUAC website at www.duac.org shall also be incorporated appropriately.

iv. All the portions of the site be made universally accessible as per provisions made in Chapter 11 "Provision for Universal Design for Differently Abled, Elderly and Children" of the Unified Building Bye-Laws 2016 (UBBL) for Delhi.

4 LAYOUT AND BUILDING PLANS IN RESPECT OF RASHTRAPATI BHAWAN CABINET AFFAIRS CGHS LTD., PLOT NO.3, SECTOR-10, DWARKA.

1. The proposal forwarded by the DDA (online) was considered by the Commission at its meeting held on September 25, 2019. It was not approved, and specific observations were given.

2. The revised proposal was scrutinised, and it was observed that the earlier observations of the Commission made in the meetings held on 07.08.19, 04.09.2019 and 25.09.2019 communicated vide DUAC observation letter nos. OL-02081922034 dated 19.08.2019, OL-27081922038 dated 09.09.2019, and OL-18091922042 dated 01.10.2019 respectively have not been complied with.

5 LAYOUT AND BUILDING PLANS IN RESPECT OF SELECT CITY WALK AT A3, DISTRICT CENTRE SAKET.

1. The proposal was forwarded by the DDA (online) for consideration in the Commission.

2. Earlier, the building plans of the proposal were approved by the Commission at its meeting held on January 20, 2005.

3. The proposal was scrutinized, and the following observations were made:

i. The additions in the complex should not hamper the traffic movement or put additional load on the existing road network around the site.

ii. All service equipment at the terrace should be camouflaged appropriately (in terms of the point nos. 10, 11 &12 of the CPAA (Criterion for Project Assessment and Approval) available on DUAC website at www.duac.org.

iii. The public art provisions to be given as per Chapter 13 "Provision for Public Art" of the Unified Building Bye-Laws 2016 (UBBL) for Delhi, and in terms of the point nos. 14 of the CPAA (Criterion for Project Assessment and Approval) available on DUAC website at www.duac.org.

iv. Sustainability features as per provisions mentioned in Unified building bye-laws 2016 for Delhi (UBBL 2016), Chapter-10 "Provisions for Green Buildings", and in terms of point no. 7 of the CPAA (Criterion for Project Assessment and Approval) available on DUAC website at www.duac.org shall also be incorporated appropriately in the design proposal.

6 BUILDING PLANS IN RESPECT OF GROUP HOUSING AT SUBHASH NAGAR.

1. The proposal was forwarded by the South DMC (online) for consideration in the Commission.

2. Earlier, the building plans of the previous proposal were approved by the Commission at its meeting held on April 29, 2009.

3. The revised proposal was scrutinized, and the following observations were made:

i. A discussion was held with the architect on Skype.

ii. The revised 3D views of the site shall be superimposed with the existing context of the surroundings, for better understanding of the proposal in the actual environment to make it clearer.

iii. Existing parking and the parking from additional FAR (proposed) to be shown clearly on the layout plan with the bifurcation of two.

iv. All service equipment at the terrace should be camouflaged appropriately (in terms of the point nos. 10, 11 &12 of the CPAA (Criterion for Project Assessment and Approval) available on DUAC website at www.duac.org.

v. Sustainability features as per provisions mentioned in Unified building bye-laws 2016 for Delhi (UBBL 2016), Chapter-10 "Provisions for Green Buildings", and in terms of point no. 7 of the CPAA (Criterion for Project Assessment and Approval) available on DUAC website at www.duac.org shall also be incorporated appropriately in the design proposal.
