C. PROJECT PROPOSALS

1 LAYOUT AND BUILDING PLANS IN RESPECT OF SARV KALYAN CGHS LTD. AT VISHWAS NAGAR, SHAHDARA. (CONCEPTUAL STAGE).

1. The proposal was directly submitted by the architect (online) for consideration of the Commission.

2. The Commission did not approve the earlier concept of the proposal at its meeting held on August 21, 2019, specific observations were given.

3. The revised conceptual proposal was scrutinised, and it was observed that the earlier observations of the Commission made in the meetings held on 16.04.2019, 15.05.2019, 03.07.2019 and 21.08.2019 communicated vide DUAC observation letter nos. OL-13041927016 dated 23.04.2019, OL-03051927029 dated 20.05.2019, OL-27061927058 dated 12.07.2019, and OL-17081927092 dated 29.08.2019 have to be complied with in the formal submission including:

i. The plan mentions provision of 93 ECS car parking on surface, but it is not marked in the layout plan. Thus it is not clear as to how the parking is accommodated in the site. It is suggested, to accommodate the same, an additional basement parking shall be proposed which caters to the parking requirements. The same needs to be re-designed and be clearly indicated in the plan.

ii. The shape of the proposed road seems to have lot of sharp turns thus making it dangerous for the motorists. It is suggested to change the profile of the road and make it more curvilinear.

iii. The elevation shall be made more detailed highlighting the architectural elements used in the building.

iv. A sufficient number of Self-explanatory 3D views (at least 6 in numbers) clearly showing the proposed design scheme (all sides) with proper annotations specifying materials to be used and corresponding to proposal drawings need to be submitted in the formal submission.

v. Car parking no. 1-10 in basement parking is not workable as it is located very close to the ramp exit, thus would not be very efficient. Updated drawings be submitted at the time of formal submission.

vi. The balconies need to be screened appropriately along with provision of screening of drying clothes.

vii. All service equipment at the terrace should be camouflaged appropriately (in terms of the point nos. 10, 11 &12 of the CPAA (Criterion for Project Assessment and Approval) available on DUAC website at www.duac.org.

viii. Sustainability features as per provisions mentioned in Unified building bye-laws 2016 for Delhi (UBBL 2016), Chapter-10 "Provisions for Green Buildings", and in terms of point no. 7 of the CPAA (Criterion for Project Assessment and Approval) available on DUAC website at www.duac.org shall also be incorporated appropriately in the design proposal.

ix. The architect/proponent was advised to comply with all the above observations in the formal submission for the consideration of the Commission.

2 BUILDING PLANS IN RESPECT OF MOTEL BUILDING AT KHASRA NOS. 2 MIN, 3 MIN, 4 MIN, 5 MIN AT VILLAGE SHAHURPUR, SATBARI

1. The proposal was forwarded by the South DMC (online) for consideration of the Commission.

2. Earlier, the concept of the proposal was accepted by the Commission at its meeting held on July 24, 2019, and specific observations were given.

3. It has observed that the architect has completely revised the proposal from the earlier conceptual approval and resubmitted for the consideration of the Commission. The proposal was scrutinised, and the following observations were made:
i. A sufficient number of Self-explanatory 3D views clearly showing the proposed design scheme with proper annotations specifying materials to be used and corresponding to proposal drawings be submitted. The 3D views of the site shall be superimposed with the existing context of the surroundings, for better understanding of the proposal in actual environment to make it clearer.

ii. The submitted site photographs are not clear and do not show the required details. They need to be resubmitted with proper uncut views from all the sides.

iii. The front setback of the site is suggested to be increased, as once the adjacent property is built; the light and ventilation might get affected. The recessed setback will also enable efficient vehicular movement and circulation.

iv. The car movement space near the drop-off seems inadequate for efficient vehicular circulation and drop-off. It needs to be reworked and re-submitted. It is suggested to increase the front setback in order to ensure above point and proper light & ventilation once the adjacent property is built.

v. The entry to the banquet is such designed that, to ensure drop-off the vehicle would require a complete round of the complex to reach the point. This circulation shall be revised to ensure minimum time and distance to reach the banquet drop-off.

vi. Basement parking plan shows back to back stack parking. It is unclear as to how the parking would function (as there is no access for the rear row). The parking plan shall be reviewed and re-submitted.

vii. The kitchen layout shall be detailed to show the servicing, loading / un-loading etc. Along with a detailed solid waste management plan shall be submitted which shows the location, storage etc. for treatment / disposal. The details of the same shall be provided in appropriate drawings.

viii. The toilets located near Atrium do not show the plumbing system along with provision of light and ventilation. These shall be clearly highlighted on the respective layouts.

ix. A detailed furniture layout for all the floor plans be provided for understanding of functioning of the entire complex.

x. The design of the site entrance gate appears to be too narrow and might cause congestion at peak hours. It is suggested to recess the entry gate to 2 car width and 2 cars deep in order to manage the vehicle entry and to avoid a tail/bottleneck.

xi. Paved area in the site to be minimized to reduce Heat Island effect.

xii. The proposed Swimming pool layout at 2nd floor and 4th floor does not show the attached facilities like changing room, toilets etc. These shall be clearly marked on the layouts and be re-submitted.

xiii. The rooms on the 4th floor facing the deck to be appropriately screened for privacy.

xiv. All Service shafts in the complex shall be reviewed for functionality.

xv. The fa├žade of the banquet shall be in line with other facades in the building complex.

xvi. Functioning of all ancillary services like Gym, banquet etc. shall be clearly marked and indicated in a furniture layout plan.

xvii. Massing of the building to be rearranged so as to form a balanced built form/mass from all sides. It needs to be rationalised at the rear by appropriate use of architectural elements.

xviii. A detailed tree survey plan to be submitted with details of the trees planted, existing trees, levels, types of species on an appropriate scale, (in terms of the point nos. Six of the CPAA (Criterion for Project Assessment and Approval) available on the DUAC website at www.duac.org is ensured.

xix. Pedestrian linkages to be appropriately landscaped, covered/ shaded walkways, in the site shall be established and indicated on the plans. Proper signage's to be provided throughout the site at various locations.

xx. As the building is air-conditioned, the features used to conceal pipes, equipment, etc. to be located/ mentioned on the plan/elevation (as appropriate). The plumbing arrangement and screening mechanism for the pipes etc. on the facade need to be clearly indicated on appropriate plans. All service equipment at the terrace should be properly camouflaged (in terms of the point nos. 10, 11 &12 of the CPAA (Criterion for Project Assessment and Approval) available on DUAC website at www.duac.org.

xxi. An art zoning plan showing the location of the proposed art work along with detailed specifications to be submitted as per Chapter 13 "Provision for Public Art" of the Unified Building Bye-Laws 2016 (UBBL) for Delhi, and in terms of the point nos. 14 of the CPAA (Criterion for Project Assessment and Approval) available on the DUAC website at www.duac.org need to be made. Public art of suitable scale to the context, which is also visible from outside the site, to be installed.

xxii. Sustainability features as per provisions mentioned in Unified building bye-laws 2016 for Delhi (UBBL 2016), Chapter-10 "Provisions for Green Buildings", and in terms of point no. 7 of the CPAA (Criterion for Project Assessment and Approval) available on the DUAC website at www.duac.org shall also be incorporated appropriately in the design proposal.

xxiii. All the portions of the site are made universally accessible as per provisions made in Chapter 11 "Provision for Universal Design for Differently Abled, Elderly and Children" of the Unified Building Bye-Laws 2016 (UBBL) for Delhi.

xxiv. The architect/proponent was advised to comply with all the above-mentioned points, and resubmit the revised scheme/proposal for the consideration of the Commission.

3 COMPLETION PLANS IN RESPECT OF HOTEL-CUM-COMMERCIAL PLOTS INCLUDING MULTIPLEX, PLOT NO. 6, SECTOR-14, DWARKA.

1. The proposal forwarded by the DDA (online) was considered by the Commission at its meeting held on September 4, 2019. It was not approved and specific observations were given.

2. The building plans of the proposal were approved by the Commission at its meeting held on August 3, 2016.

3. Now the revised completion plans proposal was scrutinised and found acceptable.

NOC approved.

4 BUILDING PLANS IN RESPECT OF RESIDENTIAL BUILDING AT PLOT NO.2, UNDERHILL ROAD, CIVIL LINES.

1. The proposal was forwarded by the North DMC (online) for consideration of the Commission.

2. The Commission did not approve earlier the concept of the proposal at its meeting held on September 25, 2019, and specific observations were given.

3. The revised proposal was scrutinised and it was observed that the earlier observations of the Commission communicated vide DUAC observation letter nos. OL-24081927096 dated 05.09.2019 and OL-17091927105 dated 01.10.2019 respectively have not been complied with.

Not approved, observation given.

5 COMPLETION PLANS IN RESPECT HOLTEC CGHS LTD. PLOT NO. 2, SECTOR-9, DWARKA.

1. The proposal was forwarded by the DDA (online) for consideration of the Commission.

2. The building plans of the proposal were approved by the Commission at its meeting held on March 1, 2017.

3. Now the completion plans proposal received online was scrutinised and found acceptable.

NOC approved.

6 PLANS IN RESPECT OF DEMOLITION AND RECONSTRUCTION OF PLOT NO.83, GOLF LINKS.

1. The proposal was forwarded by the NDMC (online) for consideration in the Commission.

2. The proposal was scrutinized, and the following observations were made:

i. The provisions of setbacks and other regulations in the proposal are to be determined and verified by the concerned local body and shall be as per the prevailing Lutyen's Bungalow Zone guidelines and approved Master Plan of the Golf Links area.

ii. The gate location appears to be changed from the original. As per the Golf Link area development rules, it cannot be changed. The design shall be reviewed and re-submitted keeping in view the above.

iii. A sufficient number of Self-explanatory 3D views (at least 6 in numbers) clearly showing the proposed design scheme (all sides) with proper annotations specifying materials to be used and corresponding to proposal drawings be submitted.

iv. The 3D views of the site shall be superimposed with the existing context of the surroundings, for better understanding of the proposal in the actual environment to make it clearer.

v. The spiral staircase shown in the layout is not depicted in the 3D view. It needs to be incorporated with all other architectural elements (if any).

vi. All service equipment at the terrace should be properly camouflaged (in terms of the point nos. 10, 11 &12 of the CPAA (Criterion for Project Assessment and Approval) available on DUAC website at www.duac.org.

7 BUILDING PLANS IN RESPECT OF 100 BEDDED GENERAL HOSPITAL AT RHTC, NAJAFGARH. (CONCEPTUAL STAGE).

1. The proposal was directly submitted by the architect (online) for consideration of the Commission.

2. Earlier, the proposal forwarded by the South DMC (Online) was considered by the Commission at its meeting held on September 4, 2019. It was not approved, and specific observations were given.

3. The revised proposal was scrutinised, and concept of the proposal accepted with the following observation:

i. A separate entry/exit for the auto and cyclists to be ensured to avoid conflict between the two.

8 PLANS IN RESPECT OF ASSET 13, HOSPITALITY DISTRICT, DIAL AEROCITY, IGI AIRPORT.

1. The proposal forwarded by the Airport Authority of India (online) was considered by the Commission at its meeting held on September 4, 2019. It was not approved, and specific observations were given.

2. Earlier, the concept of the proposal was accepted by the Commission at its meeting held on June 12, 2019, and specific observations were given. Also, the Master plan of the Hospitality District at Indira Gandhi International Airport was approved by the Commission at its meeting held on March 9, 2011.

3. The revised proposal was scrutinized, and found acceptable.

9 BUILDING PLANS IN RESPECT OF PRIMARY SCHOOL, PLOT NO. L-1, KARKARDOOMA.

1. The proposal was forwarded by the East DMC (online) for consideration in the Commission.

2. The Commission did not approve earlier the concept of the proposal at its meeting held on July 17, 2019, and specific observations were given.

3. The proposal was scrutinized, and the following observation was made:

i. The revised conceptual proposal was scrutinised, and it was observed that the earlier observations of the Commission made in the meeting held on 17.07.2019 and communicated vide DUAC observation letter no: OL-11071927068 dated 25.07.2019 have not been complied.
