C. PROJECT PROPOSALS

1 PLANS IN RESPECT OF OFFICE-CUM-TRAINING CENTRE, SAKET, MALVIYA NAGAR EXTN. (CONCEPTUAL STAGE).

1. The proposal was directly submitted by the architect (online) for consideration of the Commission.

2. The Commission did not approve earlier the concept of the proposal at its meeting held on August 16, 2019, and specific observations were given.

3. The revised proposal was scrutinised, and it was observed that the earlier observations of the Commission made in the meetings held on 04.06.2019, 17.07.2019 and 16.08.2019 communicated vide DUAC observation letter nos. OL-28051927040 dated 10.06.2019, OL-26061927079 dated 25.07.2019, and OL-05081927089 dated 21.08.2019 have to be complied with including:

i. The proposed screening provided at the terrace shall be in harmony with the elevation and other architectural features in the building complex.

ii. The proposed architectural elements in the building do not have any consistency or a pattern. They seem to be different in character and do not portray a cohesive picture of the façade. It is suggested to reduce the multiple elements to eliminate clutter.

iii. As per the proposed sections, 12th floor layout shows sunken slab for Plumbing pipes. It is suggested instead of sunken slab provide external shafts (with boxing and appropriate screening) and take the pipes to the external façade for ease of maintenance and access (on all floors).

iv. The basement layout with DG Sets in the basement does not show location of the exhaust. This need to be reflected in the layout plans and correspondingly in the respective 3D view as well.

v. The system of Air-conditioning in the complex is not understood. It needs to be clarified along with detail of appropriate screening mechanism for the same.

vi. The use of Glass on the façade to be minimized in order to achieve efficiency in the building. Relevant GRIHA/ IGBC manuals shall be referred for detailed study.

vii. All service equipment, solar panels, etc. at the terrace and all other levels should be camouflaged (as per point nos. 10, 11 &12 of the CPAA (Criterion for Project Assessment and Approval) available on DUAC website at www.duac.org.

viii. Sustainability features as per provisions mentioned in Unified building bye-laws 2016 for Delhi (UBBL 2016), Chapter-10 "Provisions for Green Buildings", and in terms of point no. 7 of the CPAA (Criterion for Project Assessment and Approval) available on the DUAC website at www.duac.org shall also be incorporated appropriately.

The concept of the proposal accepted, observations given.

2 BUILDING PLANS IN RESPECT OF SIR GANGA RAM HOSPITAL AT RAJINDER NAGAR. (CONCEPTUAL STAGE).

1. The proposal was directly submitted by the architect (online) was considered by the Commission at its meeting held on August 16, 2019. The concept of the proposal was not accepted, and observations were given.

2. The Commission last considered the proposal forwarded by the North DMC (online) at its meeting held on July 11, 2019. It was not approved, and specific observations were given.

3. The Commission approved earlier the layout plans of the proposal at its meeting held on March 23, 2011.

4. The revised proposal was scrutinised, and it was observed that the earlier observations of the Commission made in the meetings held on 08.10.2018, 11.07.2019, 01.08.2019 and 16.08.2019 communicated vide DUAC observation letter nos. OL-01101823181 dated 09.10.2018, OL-03071923032 dated 16.07.2019, OL-24071927083 dated 08.08.2019 and OL-04081927090 dated 21.08.2019 have to be complied with including:

i. The porch designed at the entry is not adequate to provide shade due to its inappropriate shape and size.

ii. The drop-off needs to be redesigned i.e. it is suggested to provide a gradual sloping road, thereby reducing the number of steps to accommodate drop-off.

iii. The proposed artwork in the site does not seem to follow any theme and is located haphazardly. An art zoning plan needs to be submitted for Work of Art to ensure systematic placement and design of the same. The public art provisions to be given as per Chapter 13 "Provision for Public Art" of the Unified Building Bye-Laws 2016 (UBBL) for Delhi, and in terms of the point nos. 14 of the CPAA (Criterion for Project Assessment and Approval) available on DUAC website at www.duac.org.

iv. The pedestrian circulation in the site is not defined clearly. Pedestrian linkages to be appropriately landscaped, covered/ shaded walkways, in the site shall be established and indicated on the plans. Proper signages to be provided throughout the site at various locations.

v. As hospital rooms needs ample storage, it is suggested to incorporate the same at lower levels (below the sill) and treating the façade appropriately at these locations.

vi. Elevations of the proposal shall be contextual to the nearby existing buildings in the complex in terms of architectural elements as well as the material specifications etc.

vii. The system of Air-conditioning in the complex is not understood. It needs to be clarified along with detail of appropriate screening mechanism for the same. If the building is air-conditioned, the features used to conceal pipes, equipment, etc. to be located/ mentioned on the plan/elevation (as appropriate).

viii. Temporary covering of ramp is not permissible as it is cutting the view of a cafeteria and is not in harmony with the building.

ix. All service equipment, solar panels, etc. at the terrace and all other levels should be camouflaged (as per point nos. 10, 11 &12 of the CPAA (Criterion for Project Assessment and Approval) available on DUAC website at www.duac.org.

The concept of the proposal accepted, observations given.

3 BUILDING PLANS IN RESPECT OF CITY PARK MOTEL AT GHEVRA, ROHTAK ROAD. (CONCEPTUAL STAGE).

1. The proposal was directly submitted by the architect (online) for consideration of the Commission.

2. The Commission last considered the proposal forwarded by the North DMC (online) at its meeting held on August 16, 2019. It was not approved, and specific observations were given.

3. The revised proposal was scrutinized, and the following observation was made:
i. Compliance of Commission's observations communicated vide DUAC observation letter no. OL-12081923038 dated 21.08.19 indicated at sr. no. 2 (i) to (xvii) are not clear or adhered to. Therefore, a point-wise compliance report with the required modifications to be submitted.

4 BUILDING PLANS IN RESPECT OF RESIDENTIAL QUARTERS FOR CISF AT SAKET.

1. The concept of proposal forwarded by the architect (online) was approved by the Commission at its meeting held on July 17, 2019, and specific observations were given.

2. The revised proposal was scrutinised, and it was observed that the earlier observations of the Commission made in the meetings held on held on 26.06.19, 03.07.19, 17.07.19 communicated vide letter no. OL-25061927057 dated 02.07.19, OL-03071927063 dated 12.07.19, OL-09071927066 dated 25.07.19 have to be complied with including:

i. Efforts were made to contact the architect on Skype, but he was not available.

ii. The submitted scheme is not clear. A sufficient number of Self-explanatory 3D views (at least 6 in numbers) clearly showing the proposed design scheme (all sides) including bird's eye view of the site with proper annotations specifying materials to be used and corresponding to proposal drawings be submitted.

iii. The 3D views of the site shall be superimposed with the existing context of the surroundings, for better understanding of the proposal in the actual environment to make it clearer.

iv. All service equipment, solar panels, etc. at the terrace and all other levels should be camouflaged (as per point nos. 10, 11 &12 of the CPAA (Criterion for Project Assessment and Approval) available on DUAC website at www.duac.org.

v. Sustainability features as per provisions mentioned in Unified building bye-laws 2016 for Delhi (UBBL 2016), Chapter-10 "Provisions for Green Buildings", and in terms of point no. 7 of the CPAA (Criterion for Project Assessment and Approval) available on the DUAC website at www.duac.org shall also be incorporated appropriately in the design proposal.

5 BUILDING PLANS IN RESPECT OF BUILDING FOR STUDENTS EXPERIENCE IN INTERSTATE LIVING (SEIL) AT 26 DDU MARG.

1. The proposal was forwarded by the North DMC (online) for consideration of the Commission.

2. Earlier the Commission approved the proposal at its meeting held on December 12, 2018.

3. The revised proposal was scrutinised, and it was observed that the earlier observations of the Commission made in the meetings held on held on 29.10.2018 and 12.12.2018 communicated vide letter no. OL-20101823183 dated 01.11.2018 and OL-07121823191 dated 17.12.2018 have to be complied with including:

i. A discussion was held with the architect on Skype.

ii. The structural/column arrangement in the drawings is missing. It shall be made and superimposed with the proposed parking plan to show the working of the car movement in basement.

iii. The entry to building be clearly defined by creating special flooring pattern to highlight the entrance area. Doors leading to the lift lobby should face each other. Fire lobby to open in the main lobby.

iv. It shall be ensured that vehicular movement is restricted near the Entry porch. Conflict between vehicular and pedestrian circulation shall be minimized by appropriate parking design.

v. A detailed porch design with Drop-off points and ramps for universal accessibility shall be clearly marked in the respective layout.

vi. An art zoning plan showing the location of the proposed art work along with detailed specifications to be submitted.

vii. Pedestrian linkages to be appropriately established and indicated on the plans. Proper signages to be provided throughout the site at various locations.

viii. A sufficient number of Self-explanatory 3D views (at least 6 in numbers) clearly showing the proposed design scheme (all sides) with proper annotations specifying materials to be used and corresponding to proposal drawings be submitted.

ix. The toilets located on the 1st floor (above the main entry) do not show the plumbing arrangement. It shall be ensured that proper plumbing shafts are clearly marked along with appropriate means of screening the same.

x. All service equipment, solar panels, etc. at the terrace and all other levels should be camouflaged (as per point nos. 10, 11 &12 of the CPAA (Criterion for Project Assessment and Approval) available on DUAC website at www.duac.org.

xi. Sustainability features as per provisions mentioned in Unified building bye-laws 2016 for Delhi (UBBL 2016), Chapter-10 "Provisions for Green Buildings", and in terms of point no. 7 of the CPAA (Criterion for Project Assessment and Approval) available on the DUAC website at www.duac.org shall also be incorporated appropriately in the design proposal.

6 BUILDING PLANS IN RESPECT OF HAJ HOUSE AT SECTOR-22, DWARKA.

1. The Commission last considered the proposal forwarded by the DDA (online) at its meeting held on August 21, 2019. It was not approved, and specific observations were given.

2. The revised proposal was scrutinised, and it was observed that the earlier observations of the Commission made in the meetings held on 12.06.2019 and 21.08.2019 communicated vide letter no. OL-04061922026 dated 20.06.2019 and OL-14081922035 dated 29.08.2019 have to be complied with including:
i. The proposed drop-off does not seem to be designed for vehicles as the movement is not possible in the porch. The same shall be reviewed and be re-submitted.

ii. It is suggested to provide a gradual slope to the entry porch/ drop-off instead to reduce the number of steps. It will also eliminate the need of ramp for universal accessibility and thus accommodate a proper drop-off for vehicles and provide a convenient pedestrian access.

iii. The column arrangement on the ground floor seems to be blocking the circulation. It is suggested to design the structure accordingly. The structural design of the building is suggested to be better co-ordinated.

iv. The proposed Rear elevation does not seem to be matching with the Front elevation in terms of the symmetry and the architectural elements. It is suggested to review the elevations.

v. The submitted project report does not have the updated artwork proposals as per the revised layout. They shall be reviewed, co-ordinated and be re-submitted.

vi. All service equipment at the terrace should be properly camouflaged (in terms of the point nos. 10, 11 &12 of the CPAA (Criterion for Project Assessment and Approval) available on DUAC website at www.duac.org.

vii. Sustainability features as per provisions mentioned in Unified building bye-laws 2016 for Delhi (UBBL 2016), Chapter-10 "Provisions for Green Buildings", and in terms of point no. 7 of the CPAA (Criterion for Project Assessment and Approval) available on the DUAC website at www.duac.org shall also be incorporated appropriately in the design proposal.

viii. All the portions of the site are made universally accessible as per provisions made in Chapter 11 "Provision for Universal Design for Differently Abled, Elderly and Children" of the Unified Building Bye-Laws 2016 (UBBL) for Delhi.

7 BUILDING PLANS IN RESPECT OF DADADEV MATRI AVUM SHISHU CHIKITSALAYA, DABRI.

1. The proposal forwarded by the South DMC (online) was considered by the Commission at its meeting held on July 3, 2019.It was not approved, and specific observations were given.

2. The Commission approved earlier the proposal at its meeting held on November 1, 2017.

3. The revised proposal was scrutinized, and the following observations were made:

i. The proposed art work needs to be improved i.e. it needs to be theme based related to the surroundings and context of the building.

ii. The odd chamfered corner formed on the west elevation (upper floors) seems like a negative space. It is suggested to re-design the same keeping in mind the symmetry of the building.

iii. All service equipment at the terrace should be properly camouflaged (in terms of the point nos. 10, 11 &12 of the CPAA (Criterion for Project Assessment and Approval) available on DUAC website at www.duac.org.

iv. Sustainability aspects need to conform to the applicable regulations (in terms of point no. 7 of the CPAA (Criterion for Project Assessment and Approval) available on DUAC website at www.duac.org.

8 BUILDING PLANS IN RESPECT OF PLOT NO. 16, BUNGALOW ROAD, KAMLA NAGAR.

1. The proposal was forwarded by the North DMC (online) for consideration of the Commission.

2. The proposal was scrutinized, and the following observations were made:

i. The 3D views of the site shall be superimposed with the existing context of the surroundings, for better understanding of the proposal in the actual environment to make it clearer.

ii. The structural arrangement in the layout is missing. It needs to be superimposed with the parking plan to show the working of the vehicular movement in stilt parking.

iii. The proposed shafts in the buildings seem to be too many and too large and occupy lot of space. Also, as they are staggered, the corridor appears to be too broken. It is suggested to reduce the size of the shaft (as per bye-laws provisions) which would reduce cost of construction and allow for appropriate light and ventilation in the toilets.

iv. In addition to the above, it is suggested divide the toilets into two and provides independent access to them from rooms for safety and security.

v. The use of these rooms in the property is not clear. Provision of Cupboard is missing. Thus, it is suggested to redesign the bedroom layout to incorporate the above suggestions.

vi. A detailed furniture layout for all the floor plans be provided for understanding of functioning of the entire complex.

vii. The lifts in the building are spaced apart. It is suggested to house them together to reduce waiting time delay. Thus, it is suggested to design the core accordingly.

viii. The balconies need to be screened appropriately along with provision of screening of drying clothes.

ix. Tree cutting in the site is not permitted. It is required to show the existing trees in the site and a superimposed plan showing the same to ensure no tree is cut.

x. All service equipment, solar panels, etc. at the terrace and all other levels should be camouflaged (as per point nos. 10, 11 &12 of the CPAA (Criterion for Project Assessment and Approval) available on DUAC website at www.duac.org.

xi. Sustainability features as per provisions mentioned in Unified building bye-laws 2016 for Delhi (UBBL 2016), Chapter-10 "Provisions for Green Buildings", and in terms of point no. 7 of the CPAA (Criterion for Project Assessment and Approval) available on the DUAC website at www.duac.org shall also be incorporated appropriately.

1. The proposal forwarded by the South DMC (online) was considered by the Commission at its meeting held on September 23, 2015. It was approved, and specific observations were given.

2. Now the completion plans proposal received online was scrutinized and found acceptable.
