A. The minutes of the 1507th of the Delhi Urban Art Commission held on 18.09.2019 were confirmed and approved.

C. PROJECT PROPOSALS

1 BUILDING PLANS IN RESPECT OF RESIDENTIAL BUILDING AT PLOT NO.2, UNDERHILL ROAD, CIVIL LINES. (CONCEPTUAL STAGE).

1. The proposal directly submitted by the architect (online) was considered by the Commission at its meeting held on August 28, 2019. It was not approved, and specific observations are given.

2. Earlier, the proposal forwarded by the North DMC was approved by the Commission at its meeting held on November 23, 2016, and specific observations are given.

3. The revised proposal was scrutinized, and the following observations were made:
i. A discussion was held with the architect on Skype.

ii. It was observed that the earlier observations of the Commission communicated vide DUAC observation letter no. OL-24081927096 dated 05.09.2019 indicated at sr. no. 2 ( i, ii, iii, iv, v, vi, vii, viii, ix, x, xi) have not complied with.

The concept of the proposal not accepted, observations given.

The Commission decided to take action in the matter without awaiting confirmation of the minutes of the meeting.

2 COMPLETION PLANS IN RESPECT OF OPD BLOCK AT MASJID MOTH, AIIMS.

1. The proposal was forwarded by the NDMC (online) for consideration of the Commission.

2. The Commission approved the building plans of the proposal at its meeting held on July 10, 2013.

3. Now the completion plans proposal received online was scrutinized and found not acceptable, the following observations were made:

i. Efforts were made to contact the architect on Skype, but he was not available.

ii. The comments has been made by the concerned local body (NDMC) that deviations have been observed from the earlier approved scheme. The drawings showing existing & proposed changes should be superimposed to highlight the proposed modifications clearly.

iii. Pedestrian circulation is not continuous.

iv. Landscape plan/green areas along with the building as per the approved scheme not provided.

v. It shall be ensured that all the portions of the site are made universally accessible as per provisions made in Chapter 11 "Provision for Universal Design for Differently Abled, Elderly and Children" of the Unified Building Bye-Laws 2016 (UBBL) for Delhi.

NOC not approved.

3 LAYOUT AND BUILDING PLANS IN RESPECT OF RASHTRAPATI BHAWAN CABINET AFFAIRS CGHS PLOT NO.3, SECTOR-10, DWARKA.

1. The proposal forwarded by the DDA (online) was considered by the Commission at its meeting held on September 4, 2019. It was not approved, and specific observations are given.

2. The revised proposal was scrutinized, and the following observations were made:
i. From the actual site photographs submitted by the architect, it has been observed that the existing pictures have been altered, and do not covey the actual picture at site.

ii. It was observed that the earlier observations of the Commission communicated vide DUAC observation letter no. OL-27081922038 dated 09.09.2019 indicated at sr. no. 2 (i, ii, iii, v, vi, vii, viii) have not complied with.

Not approved, observations given.

4 BUILDING PLANS IN RESPECT OF MULTI-LEVEL PARKING AT QUTAB ROAD.

1. The proposal was forwarded by the North DMC (online) for consideration in the Commission.

2. The proposal was scrutinized, and the following observations were made:
i. The proposed parking scheme suggests Self-driven cars in the Multi-Level Parking. The plan shows only one lift each for entry & exit. This seems inadequate for serving the expected number of cars as it would lead to queuing up. Also, the plan shows cars parked back to back on all the floors. This is not possible without automated system in place for parking. The vehicular circulation also does not seem workable. Thus, it is suggested to provide automated parking to reduce the time taken and allow swift movement of cars in the parking.

ii. The 3D views of the site shall be superimposed with the existing context of the surroundings, for better understanding of the proposal in the actual environment to make it clearer.

iii. The layout shows parking provided on the terrace. This arrangement should have some overhead shade to protect the cars from extreme weather conditions.

iv. The parking shall have appropriate number of signages (electronic and navigation) to direct the users and also to display the number of car parking available.

v. The layout shows provision of toilets in the shops. The Plumbing and the ventilation arrangement is not shown in the plans. It shall be clearly marked and re-submitted.

vi. The layout does not show any Atrium or central space. Layout of shopping may be revised to include more public space be removing some shops and designed appropriately.

vii. The shops on the 1st floor are shown to be accessed from an external balcony. This could be an issue of safety and security. It is suggested to reconsider the planning of the same.

viii. Elevations to be improved and the artwork on the external elevation shall be theme based and shall be contextual to surroundings.

ix. Landscape plan is not appropriate, it shall be as per the point nos. 6 of the CPAA (Criterion for Project Assessment and Approval) available on the DUAC website at www.duac.org needs to be reviewed and re-submitted.

x. The location of DG set and other related structures shall be clearly marked on the layout plan.

xi. All service equipment at the terrace should be properly camouflaged (in terms of the point nos. 10, 11 &12 of the CPAA (Criterion for Project Assessment and Approval), available on DUAC website at www.duac.org.

xii. Sustainability features as per provisions mentioned in Unified building bye-laws 2016 for Delhi (UBBL 2016), Chapter-10 "Provisions for Green Buildings", and in terms of point no. 7 of the CPAA (Criterion for Project Assessment and Approval) available on the DUAC website at www.duac.org shall also be incorporated appropriately in the design proposal.

xiii. All the portions of the site be made universally accessible as per provisions made in Chapter 11 "Provision for Universal Design for Differently Abled, Elderly and Children" of the Unified Building Bye-Laws 2016 (UBBL) for Delhi.

5 FLYOVER AT ROAD NO. 56 FROM VIVEK VIHAR RED LIGHT TO RAGHUNATH MANDIR, RAMPRASTHA RED LIGHT.

1. The proposal was forwarded by the PWD (GNCTD) (online) for consideration in the Commission.

2. The proposal was scrutinized, and the following observations were made:
i. The proposals should not be considered only engineering solutions for traffic/transportation problem in the form of flyovers/underpasses but seen in to larger context of cityscape, its spatial impact. It should be considered as large intervention in the fabric of the city, its urban form, impact on surrounding city areas particularly on edges. Therefore, complete information in this regard need to be submitted.

ii. A detailed walkthrough is required for the flyover of this scale to explain the scheme in a more detailed manner.

iii. The 3D views of the site shall be superimposed with the existing context of the surroundings, for better understanding of the proposal in the existing environment to make it clearer.

iv. A sufficient number of Self-explanatory 3D views clearly showing the proposed design scheme with proper annotations and corresponding to proposal drawings be submitted. 3D Views of lower level should also be presented.

v. The proposed flyover is a long, uninterrupted stretch of approximately 1.5km with residential colonies on either side. A continuous pedestrian and cyclist movement plan shall be shown on the layout along with their conflict-free movement from the vehicles. Design/details of the various elements to be used in street like design of light Poles, railings, signages for way finding, pedestrian facilities, cyclist facilities and provision of rain water harvesting need to be submitted.

vi. The spaces under it shall be designed and put to appropriate use to ensure they do not become dumping grounds or be encroached. Also, these spaces may be used for Rain water harvesting, landscaping, Public art and to suggest utilities which can be accommodated and are required in the surroundings areas.

vii. Comprehensive landscape plan including area on flyover/underpasses etc. be submitted.

viii. During the construction work/ activity, it shall be ensured that an alternate traffic movement plan be prepared and submitted. There is a need to prepare a detail circulation plan during construction for convenience of the users.

ix. Zebra crossing alignment shown in the plans seem to be shifted

x. An existing flyover is already present in close vicinity of the proposed flyover. The traffic is expected to increase manifold and might further congest the entire stretch. Thus, it is suggested that a detailed traffic study be conducted to evaluate the above.

xi. An overall comprehensive scheme needs to be formulated in order to avoid any additions/alterations at a later stage.

xii. The ROW along the flyover shall be such designed that no residential property is accessed from the main road and is approached by a service road to avoid congestion and conflict.

xiii. Detailed layout of no. of trees proposed to be affected /transplanted.

xiv. The possibility of providing drip irrigation in the central median greenery needs to be explored.

xv. Public art should be given due consideration. As it mandatory for all public proposals, the provision for Work of Art in the proposal to the extent 1% of project cost need to be made. The public art provisions to be given as per Chapter 13 "Provision for Public Art" of the Unified Building Bye-Laws 2016 (UBBL) for Delhi, and in terms of the point nos. 14 of the CPAA (Criterion for Project Assessment and Approval) available on DUAC website at www.duac.org.

xvi. Sustainability features as per provisions mentioned in Unified building bye-laws 2016 for Delhi (UBBL 2016), Chapter-10 "Provisions for Green Buildings", and in terms of point no. 7 of the CPAA (Criterion for Project Assessment and Approval) available on the DUAC website at www.duac.org shall also be incorporated appropriately in the design proposal.

6 BUILDING PLANS IN RESPECT OF NORTHERN RAILWAYS OPERATIONAL BUILDING AT CHANAKYAPURI NEAR SAFDARJUNG RAILWAY STATION. (CONCEPTUAL STAGE).

1. The proposal was directly submitted by the architect (online) for consideration of the Commission.

2. The proposal was scrutinized, and the following observations were made:

i. The 3D views of the site shall be superimposed with the existing context of the surroundings, for better understanding of the proposal in the actual environment to make it clearer.

ii. In the last proposal 19 nos. of tree were cut, but the new proposal re-submitted shows 89 trees cut. This is not clear and unacceptable and shall be carefully reviewed and be re-submitted.

iii. A superimposed plan of the existing and the proposed layout shall be submitted. Correspondingly, basement is not designed appropriately, seems to be inefficient, as the increased number of tree cut seems to be due to inefficient basement planning. The same needs to be reviewed and re-submitted ensuring minimum tree cut.

iv. Front lawn/ podium to be detailed with appropriate number of 3D views showing the proposed design scheme with proper annotations specifying materials to be used and corresponding to proposal drawings be submitted.

v. The submitted existing pictures are not clear. An appropriate number of site pictures from various angles to be submitted.

vi. The proposed elevations to be in conjunction with the existing elevations in terms of materials, finishes, architectural elements etc. Aesthetics to be improved, architectural elements to be simplified.

vii. All service equipment at the terrace should be properly camouflaged (in terms of the point nos. 10, 11 &12 of the CPAA (Criterion for Project Assessment and Approval), available on DUAC website at www.duac.org.

viii. Sustainability features as per provisions mentioned in Unified building bye-laws 2016 for Delhi (UBBL 2016), Chapter-10 "Provisions for Green Buildings", and in terms of point no. 7 of the CPAA (Criterion for Project Assessment and Approval) available on the DUAC website at www.duac.org shall also be incorporated appropriately in the design proposal.

ix. All the portions of the site be made universally accessible as per provisions made in Chapter 11 "Provision for Universal Design for Differently Abled, Elderly and Children" of the Unified Building Bye-Laws 2016 (UBBL) for Delhi.

7 ADDITION AND REMODELLING WORK FOR SATYAVADI RAJA HARISH CHANDER HOSPITAL AT PLOT NO. 30, SECTOR-7A, NARELA

1. The proposal forwarded by the PWD (GNCTD) (online) was considered by the Commission at its meeting held on August 18, 2019. It was not approved, and specific observations are given.

2. Earlier, the building plans of the proposal were approved by the Commission at its meeting held on February 9, 2018, and specific observations were given.

3. The revised proposal was scrutinized, and the following observations were made:

i. A discussion was held with the architect on Skype.

ii. It was observed that the earlier observations of the Commission communicated vide DUAC observation letter no. OL-08081961010 dated 21.08.2019 have not complied with.

iii. The entry to the IPD/OPD needs to be designed in such a manner that it is accessible from the Front entry (near the Drop-off point). To ensure the same, it is suggested to remove the eating kiosk, registration counter and the escalator and relocate them some other place and redesign the entry accordingly. This would also ensure safety and security by reducing the number of check points.

iv. Existing and proposed blocks to be accessed from the front porch/ drop-off after redesigning as per the clause (iii) above.

v. The proposed light weight cover such as a pergola is suggested to be extended to the entry point.

vi. The vehicular circulation to be connected to the MLCP should be contained on the periphery on the North Side. No vehicular movement shall be allowed on the internal road i.e. 6.0m Fire tender road to ensure conflict free pedestrian movement.

vii. The 3D views of the site shall be superimposed with the existing context of the surroundings, for better understanding of the proposal in the actual environment to make it clearer.

viii. The proposed elevations to be in conjunction with the existing elevations in terms of materials, finishes, architectural elements etc. It shall be contextual to the surroundings to make it look harmonious.

8 BUILDING PLANS IN RESPECT OF INDUSTRIAL BUILDING FOR CONSTRUCTION OF COMPUTER REPAIRING AND CYBER INFORMATION CENTRE, PLOT NO. A-6, WAZIRPUR INDUSTRIAL AREA.

1. The concept of proposal forwarded by the architect (online) was approved by the Commission at its meeting held on July 24, 2019, and specific observations were given.

2. Now, the revised proposal forwarded by the North DMC (online) was scrutinized and found acceptable.

9 COMPLETION PLANS IN RESPECT OF THIRUVIZHA CGHS LTD., PLOT NO. 37, SECTOR-10, DWARKA.

1. The proposal was forwarded by the DDA (online) for consideration of the Commission.

2. The Commission approved the building plans of the proposal at its meeting held on June 14, 2017.

3. Now the completion plans proposal received online was scrutinized and found not acceptable, following specific observations were given:

i. The submitted site photographs are not clear and do not show the required details. Appropriate number of existing site pictures with proper unhindered views from all the sides to be provided to understand the existing site conditions better.

ii. From the site photographs submitted, it has been observed that the
DG sets and the services etc. are not screened appropriately and are visible on the fa├žade, the same need to be screened properly.

NOC not approved.
